Most cities will put out a Request for Proposal (RFP) related to a pilot project with scooters. This essentially means that they ask companies and citizens to submit a business plan for their fleet in the event that they are interested in launching in the city. Note: an RFP is not required for you to apply for a permit.

These pilot projects will usually limit the maximum number of scooters that will be available on the streets. Permits are usually awarded to multiple operators to test viability.
